冰雪文化的产生最早源于寒地民族的生存与发展，是一项充满了浪漫与刺激的古老运动。据考证，早在4000多年前，在北欧、西伯利亚、乌拉尔山脉周围和中央亚细亚、中国的北部等地已有人将滑雪作为日常谋生的重要手段。在我国新疆阿勒泰地区汗德尕特蒙古民族乡敦德布拉克岩画棚上，曾被发现绘有人类滑雪姿态的图案，具权威部门鉴定此岩画，距今约有1.2—2万年，2016年由中国、挪威、瑞典等13个国家和地区的滑雪研究专家学者联合发表《阿勒泰宣言》，公认阿勒泰是——“人类滑雪起源地”。
